-
NYU Langone Medical Center (Hurricane Sandy): Developed over $1.2B in grant funding for critical repairs and hazard mitigation. This required rigorous scope and code alignment to meet codes and eligibility criteria.
-
Puerto Rico Hazard Mitigation Portfolio (Hurricane Maria): Directed a technical team executing cost-effectiveness analyses (FEMA BCA) for a $750M portfolio spanning 200+ sites.
-
Education Strike Team (Hurricanes Katrina, Rita, Gustav & Ike): Provided technical oversight for hundreds of educational recovery projects across Louisiana over ten years. Key functions included:
-
Scope alignment and leveling
-
Cost estimating and validation
-
Development of repair versus replacement analyses and reports
-
Forensic change order review and validation
-
-
Fort Myers Municipal Infrastructure (Hurricane Ian): Managed site inspection programs. Assessed damages to critical facilities including regional hospitals, municipal pump stations, and a biomass power plant.
-
New Orleans Regional Transit Authority (Hurricane Katrina): Coordinated the procurement and engineering of critical electrical components, including temporary rectifiers to restore power to the historic St. Charles Streetcar line.
-
Long Beach Medical Center (Hurricane Sandy): Evaluated code upgrades for a heavily impacted healthcare facility. Refined project scopes, performed repair-versus-replacement analyses, and developed defensible reconstruction cost estimates
-
New Mexico Department of Transportation (Hells Canyon Wildfire): Supported disaster response and long-term recovery for state transportation infrastructure. Assessed compromised roadways and drainage systems to formulate comprehensive, compliant repair strategies.

Green Infrastructure & Nature Based Solutions
Dedicated Consulting Group, Inc. provides the technical bridge between ecosystem science and capital execution. Our methodology is rooted in a foundational mastery of environmental management—honed by our principal at the Yale School of Forestry and Environmental Studies—and validated by over 20 years of field-level construction and disaster recovery experience. This unique background in forestry and stream ecology, coupled with early-career experience within a specialized waterproofing design house, allows us to treat water management as both a biological and structural challenge.

As a LEED Green Associate, we ensure that sustainable design is a core component of project performance. We specialize in translating the protective value of natural systems—such as green roofs and high-performance drainage—into the rigorous language of engineering and compliance. Our approach ensures that nature-based investments, from coastal reef restoration to urban bioswales, are integrated into the broader framework of hazard mitigation. By aligning environmental stewardship with aggressive risk management, we deliver resilient infrastructure that protects both the bottom line and the built environment.

Energy Strategy and Carbon Management

Mennonite Health System
Cayey, Puerto Rico (2020-2024)
The efficient use of resources has been a through-line in my work over the past several decades. Early in my career, I participated in teams that reused salvaged timbers, sought sustainably sourced woods, and utilized innovative passive and active building systems.

Hurricane Maria in Puerto Rico shone a light on the critical importance of modern electrical systems—or the lack thereof. In sensitive environments, such as hospitals and elder care facilities, the loss of power has profound human impacts. For example, the loss of elevators creates an immediate crisis for residents on higher floors who use wheelchairs. Less obvious, but equally critical, is the loss of refrigeration for life-saving medicines.
To address these vulnerabilities, our current work focuses on creating "islanded" resilience through microgrids and Battery Energy Storage Systems (BESS). We specialize in the implementation of Combined Heat and Power (CHP) plants paired with Reverse Absorption Chillers. By capturing residual waste heat from on-site power generation to drive cooling loads, we eliminate a facility’s reliance on the fragile utility grid for its most energy-intensive needs. This thermal synergy, combined with fixed and floating solar arrays, transforms critical infrastructure into self-sustaining assets.

Before the large-scale deployment of carbon markets, we were mindful of material resource efficiency in a manner that directly parallels today’s standards. My early work with general contractors included the reuse of existing wood, which avoided the embodied carbon costs of harvesting and distribution. Today, we recognize that mass timber designs sequester carbon in the structure while avoiding the high carbon footprint of concrete and steel.
Following Hurricane Katrina, we applied these principles by championing the adaptive reuse of a high school. By preserving the existing concrete structure, we avoided the resource-intensive process of constructing and decommissioning temporary facilities, allowing the school to remain in operation through a phased construction approach.

More recently, we supported the cost-benefit analysis (FEMA BCA) of a proposed Offshore Thermal Energy Conversion (OTEC) power generation facility. By quantifying the avoided carbon of alternative fuel sources and utilizing the federally recognized "Cost of Carbon" to justify benefits, we helped move the project toward financial feasibility.
Moving forward, Dedicated Consulting, Inc. intends to fully integrate these resource-efficient methods within the context of emerging carbon markets and World Bank-aligned MRV systems.
Reserve Study Strategy & Coordination

Condominium Restoration and Reserve Analysis
Greater Portland, Oregon (2003)
In the wake of the Surfside condo collapse, there is a renewed focus on the technical and financial accuracy of reserve studies. Dedicated Consulting Group, Inc. brings an interdisciplinary strength to these studies by combining forensic building knowledge with professional project management. This expertise was forged in the challenging climates of the Pacific Northwest, where I began my career as a building consultant preparing forensic reserve study reports and long-term outlays for clients. These engagements provided clients with a 30-year roadmap of the capital investments required to maintain structural integrity in high-moisture environments, establishing a baseline of technical rigor that defines our firm’s approach today.
